Since 1997, the National Indian Child Welfare Association (NICWA) has collaborated with Center for Mental Health Services of the Substance Abuse Mental Health Service Administration, the Office of Juvenile Justice and Delinquency Prevention of the U.S. Department of Justice, and Indian Health Service through a contract to provide technical assistance to tribal/urban recipients of both the Circles of Care grant program and Systems of Care implementation grants. This cooperative effort is sometimes referred to as the Indian Children's Mental Health Initiative.

Circles of Care Project

Circles of Care is a 3-year federal planning grant through the Center for Mental Health Services targeted specifically at enabling Indian communities to evaluate their current children's mental health system and develop a model program based on the systems of care principles. NICWA provided TA to nine urban and tribal communities for the first round of grants in the 1999-2001 federal fiscal year, and also serve the seven grantees in the second round of 2002-2004 grants.

Circles of Care Tribal Youth Leaders

The third round of Circles of Care projects includes a new component: youth involvement. Youth are included so they can share their voice in the planning process describing their needs and preferred ways of getting them met in a service delivery model. This power point was created by these young people during the summer 2007 grantee meeting in Denver, CO.

Children's Mental Health Initiative

The Systems of Care implementation grants are five year federal grants through the Center for Mental Health Services that fund county, state, and tribally operated mental health programs to implement services based on the systems of care principles. NICWA provides TA for the tribal grantees.
