Ashley Horne is a Government and International Relations graduate of Clark University, where she studied Indigenous-state relations and policy. During her collegiate career, Ashley was hired by Zuckerman Spaeder, LLP to research an Oneida Indian Nation land claim at the Antiquarian Research Society in Worcester, Massachusetts. She also spent the summer of 2004 interning with a federal recognition petitioner, the Nipmuc Nation in Grafton, Massachusetts.

Upon graduation, Ashley moved to South Dakota, where she worked as assistant director of the Lakota People's Law Project, a non-profit field office that investigates ICWA compliance issues and pursues legal action on behalf of Indian tribes in South Dakota. Having gained extensive Indian child welfare research, advocacy, and organizational experience, Ashley joined NICWA after moving to Portland in 2008.

As senior government affairs associate at NICWA, Ashley works with tribes, tribal policymaking organizations, and state and federal governments on policy development and federal funding issues. This is all accomplished in an effort to facilitate tribes' ability to support and protect their children.
