Lorraine, an enrolled member of the Colville Tribe, grew up in Omak and attended St. Mary's Mission. She graduated with a Master's Degree in Public Administration, focusing on tribal governance from The Evergreen State College. She worked with Carol Minugh, Alan Parker, and Linda Moon-Stumpf.
Most of Lorraine's career has been dedicated to the safety and well being of Indian children. She worked for South Puget Intertribal Planning Agency (SPIPA) in Washington State as a Foster Home Licensor and for the Skokomish Tribe as an Indian Child Welfare Worker. She also worked for SPIPA as the Vocational Rehabilitation Program Coordinator: a program that works with Indian people with disabilities to obtain employment.
Lorraine served as Regional Manager for Region 5 with Washington State Department of Social and Health Services, Indian Policy and Support Services.
She has raised her son as a single parent, and he is now 35 years old and living in Tacoma, Washington. She also played a major role in raising her special needs foster son. Lorraine is a certified Positive Indian Parenting instructor.
