Before coming to NICWA in June of 2006, Summer retired from the City of Portland where she was the administrative manager for the Bureau of Licenses. Prior to government work, Summer helped non profit drug and alcohol agencies establish procedures, wrote human resource manuals, and set up the administrative processes for new programs. She spent several years before that as an iron worker and welder working on everything from railroad cars to the metal structures for nuclear cooling towers. Summer has attended Portland State University, Oregon State University, and Portland Community College.
