Training Institutes
The National Indian Child Welfare Association (NICWA) offers a professional development workshop series designed specifically for child welfare workers and administrators in reservation, urban, and state settings. Training Institutes cover a variety of topics related to children’s issues in the areas of child welfare, mental health, the Indian Child Welfare Act of 1978 (ICWA), and traditional parenting methods. Training Institutes are offered three to four times a year in different locations.

For years, Indian parents have been bombarded with the idea that using traditional methods
of child-rearing is not a good thing. Positive Indian Parenting reverses that concept. It revives
traditional ways and provides a place for combining traditional and modern parenting methods.
This course will provide workers with information on how to organize and conduct parenting training. Preparing lesson plans, setting up meetings, and helping parents through this training will be covered. Exercises and handouts are designed for use in small groups or with a family. A facilitator’s manual is included in each participant’s course material.

This workshop is designed for high-level leaders, managers, and program directors from both tribal and state/county agencies. It will give the participant an overview of the Indian Child Welfare Act of 1978 (ICWA) and the policy issues involved when tribes must work with state or county agencies to ensure that Indian families in child welfare get fair treatment and children are protected. A brief history of Indian policy and ICWA, coupled with a brief summary of tribal-state relations, will set the stage for examination of specific implementation of ICWA from a policy and leadership perspective. Implementation issues, methods for dealing with problem situations, and pending legislative proposals and actions will be summarized and examined for their implications for working with Indian families. Participants will receive information on the development of effective tribal-state agreements, local protocol agreements, and how to advocate in complex ICWA cases. A discussion of why each section of the law exists will help participants understand the intent of the act and the implications for tribal leaders, managers, and senior staff. Know funding strategies, service integration models, worker certification, and culturally based practice approaches that can be used to reinvent child welfare to be more effective and more highly valued in tribal communities.

Payment
Payment is in U.S. funds by check, money order, or credit card. Registrations must be accompanied by payment; faxed registrations must include credit card payment to meet the early bird deadline.
Registration fees cover workshop sessions, all materials, CEUs, and one luncheon on Tuesday, January 19. All other meals, snacks, lodging, and travel are on your own.

Cancellations
Refunds are paid in full, less a $75 administration fee, if a written cancellation notice is received on or before January 5, 2010. Pre-paid registrants who are unable to attend may send another person in their place without penalty.
CEUs
Continuing education units (1.5) are offered through Northwest Indian College, Bellingham, Washington. Cost is included in the registration fee.
